There seem to be different ways to do this. I live in the City so most of what I see and report is there. They recommend providing the location, time of day, what you saw, and whether you've seen it before or whether it's a "first offense." I also found this site for the County of LA, but if you put in a report with a LA City address, it won't accept it. So only use this if you're reporting waste outside the city, but inside the county.
